Background: Friday President Obamas Secretary of State John Kerry signed the Paris Climate Agreement in which the Obama Administration has promised to spend billions of dollars to provide for green energy projects in other countries.
This agreement has not been submitted to the Senate for its advice and consent as a treaty under Article II of the Constitution and the Obama Administration has indicated it does plan to do so.
Congressman Brady recently signed H.Con.Res 97 which states that any administration must submit the Paris agreement to the Senate for advice and consent; otherwise Congress will use the power of the purse to block funding for any part of the agreement.
