Culberson Bill Requires Governors Consent to Resettle Refugees

john.culberson0815aTexas Insider Report: WASHIGTON D.C.Representative John Culberson (TX-07) has introduced the No Resettlement Without Consent Act which will ensure that governors not the federal government have the final say in whether refugees can be placed in a State. H.R. 5804 requires the Director of the Office of Refugee Resettlement to get a governors permission before resettling refugees within their State. This bill also prevents the placement of a refugee in a locality if their laws discourage refugee resettlement. After the terrorist attack in Paris last fall Texas Governor Greg Abbott announced that Texas would refuse any additional Syrian refugees. The Office of Refugee Resettlement claimed Governor Abbotts directive was against the law which prompted the State of Texas to sue the federal government. In June a judge dismissed the case leaving States without any say on who is placed within their borders. It is unbelievable that the power for governors to choose what happens within their own State has been stripped by the federal government. Despite the fact that refugees could pose a serious security threat governors have no choice but to accept these individuals. Governors have a responsibility to act in the best interest of their constituents but until this legislation passes their hands have been tied by the federal government" Rep. Culberson said. My legislation will reinforce States rights against an overreaching federal government. When Texas Governor Greg Abbott rightfully announced that the State of Texas would not accept additional refugees the Obama Administration scoffed. This legislation puts the power back in the hands of the States to protect their borders and their people from the threat posed by individuals that have not been properly screened."
