

Allen has been an active advocate for taxpayers in Austin and he has brought an energy and focus to bear on the key issues of fiscal responsibly protecting private property rights and keeping the Texas economy first rate. Fletcher is a retired Houston Police Officer who served for 21 years with the department eventually becoming a supervisor in the Office of the Inspector General where he was responsible for all criminal and administrative investigations of city employees and government contractors. He ended his service with the Houston Police Department in 1998. As the only retired peace officer in the Texas Legislature Fletcher has made criminal justice issues and supporting Texas law enforcement one of his top priorities during his first legislative session. Representative Fletcher was named by Texas Speaker of the House Joe Straus as a member of the Criminal Jurisprudence Committee which has jurisdiction over all matters pertaining to criminal law prohibitions standards & penalties probation & parole criminal procedure in Texas courts and the revision and amendment of the penal code. Fletcher was also appointed by the Chairman of the Criminal Jurisprudence Committee to be the Chair of a special house subcommittee on white collar crime. Because of his work in the legislature on criminal justice issues and his support of law enforcement officials across Texas Fletcher was named a Hero of Texas Law Enforcement" by representatives of the Combined Law Enforcement Associations of Texas the states largest law enforcement association representing rank and file peace officers across Texas. In the legislature Fletcher is a member of the Legislative Sportsmans Caucus where he has been a strong advocate for protecting and strengthening Texans second amendment and private property rights. He is also a member of the Texas State Rifle Association. Representative Fletcher graduated with honors from both the Houston Police Academy and the East Texas Police Academy. He received his undergraduate and graduate degrees in criminal justice from Sam Houston State University (SHSU) in Huntsville Texas where he is a member of the SHSU Alumni Association Board of Directors and the Presidents Circle. He also sponsors an annual scholarship for criminal justice students at the university. Following his retirement with the Houston Police Department Representative Fletcher used his expertise in law enforcement and security matters and formed his own private security company. He is the president and CEO of Resource Protection Management (RPM) which offers asset protection to corporations and provides a full spectrum of security solutions to commercial educational and residential customers. A lifelong Republican Fletcher is an advisory board member of Texas GoPAC as well as an associate member of the Texas Federation of Republican Women. He is a member of the Tomball Pachyderm Club and has been a delegate to the Republican State Convention. Fletcher has served as Chairman of the Board of the Greater Tomball Area Chamber of Commerce and is an active member of the Rotary Club of Tomball where he was recently named as a Paul Harris Fellow one of Rotary Internationals highest honors. He is a member of the Tomball Emergency Preparedness Committee and he was formally an appointed member of the State Bar of Texas Review Committee. He is also a life member of the Houston Police Officers Association as well as a life member of the Law Enforcement Management Institute of Texas. Representative Fletcher and his wife Penny have been married for 30 years. They have two daughters Amanda and Rebecca and a son Blake Allen a military police officer who recently concluded a tour of duty with the United States Army in Iraq. They have three granddaughters.
