
Texas Insider Report: WASHINGTON D.C. All military installation law enforcement personnel would receive Active Shooter Training under a bipartisan measure introduced in the House today by Congressman John Carter (R-TX31) and Lloyd Doggett (D-TX).
The Military Active Shooter Training Act of 2011 HR 826 would require all military and civilian law enforcement personnel providing security on U.S. military installations to participate in Active Shooter training courses.
Carter who represents the Fort Hood area first introduced the proposal last year as an amendment to the National Defense Authorization Act to ensure Department of Defense compliance with recommendations* from the official review of the November 4 2009 Fort Hood shootings that left 14 dead and 30 wounded.
We need to correct the policy failures that allowed the Fort Hood attack to occur but we also need to reinforce the successful response policies that stopped the attack" says Carter. Active Shooter Training helped responding law enforcement bring down the terrorist and by providing this training for all our installations we can prepare every military base in America for a quick and deadly response to any future terror strike."
The Advanced Law Enforcement Rapid Response Training Program at Texas State University is responsible for giving first responders at Ft. Hood the tools they needed to act as effectively and efficiently as possible and prevent more tragedy in an already tragic situation" said Rep. Doggett a vocal advocate for Texas States ALERRT program and the training it provides military personnel and law enforcement officers from around the Nation.
By assuring our nations military personnel possess the tools they need to respond in these types of situations in the most effective way possible Active Shooter Training programs like ALERRT can play a big part in keeping America and the brave men and women of our military and local law enforcement personnel in safe hands."
Both of the civilian officers whose gunfire is credited with ending the shooters rampage had received the training which prepares officers to respond to scenarios involving a gunman in a mass casualty situation such as the attack on Fort Hood.

The Secretary of Defense shall establish policy and promulgate guidelines to ensure civilian and military law enforcement personnel charged with security functions on military installations will receive Active Shooter Training as described in finding 4.3 of the document entitled Protecting the Force: Lessons from Fort Hood.
