Garcia Named Presiding Officer of Auto Burglary & Theft Prevention Authority

Governor Also Appoints Ross as New Board Member


width=65AUSTIN – Gov. Rick Perry named Carlos Luis Garcia of Brownsville as presiding officer to the Automobile Burglary and Theft Prevention Authority. He also appointed Kenneth Ross of Houston as a board member. The authority assesses the scope of motor vehicle theft in Texas and supports a statewide law enforcement network through grants auto theft reduction initiatives education and public awareness.

Garcia is chief of police for the City of Brownsville Police Department. He is a member of the Texas Tactical Police Officers Association FBI National Academy Graduates of Texas and the Texas Police Chiefs Association.

He earned a bachelor’s degree from Pan American University in Brownsville now the University of Texas at Brownsville and attended the FBI National Academy. Garcia is being reappointed for a term to expire at the pleasure of the governor.

Ross is a State Farm Insurance agent and board member of Sam Houston State University. He is also a member of the National Association of Insurance and Financial Advisors 100 Black Men of America Inc. and Sam Houston State University Century Club. Ross earned a bachelor’s degree from Sam Houston State University. He replaces Michael Gerik of Waco who previously served as presiding officer. His term expires Feb. 1 2011.
