Montemayor to Texas Health Services Authority; Chacon to Texas State Board of Examiners of Psychologists; Three to Statewide Health Coordinating Council

width=65AUSTIN – Gov. Rick Perry has appointed Donna Montemayor of San Antonio to the Texas Health Services Authority for a term to expire June 15 2009.

The authority is a public-private corporation created by House Bill 1066 in the 80th legislative session to improve patient safety and quality of care by coordinating the development of a voluntary and secure electronic health information infrastructure for the state health care system.

Montemayor is senior director of pharmacy corporate operations for H-E-B.  She is a member of the Bexar County Pharmacy Association Texas Pharmacy Association and University of Texas Pharmacy Alumni Association. She is also a member of the Texas Federation of Drugstores Board of Directors and National Association of Chain Drug Stores and is chair of the H-E-B Good Living Expo. Montemayor received a bachelor’s degree in from the University of Texas at Austin.

Chacon appointed to Texas State Board of Examiners of Psychologists
Gov. Rick Perry
has appointed Carlos R. Chacon of El Paso to the Texas State Board of Examiners of Psychologists for a term to expire Oct. 31 2009. The board regulates the practice of psychology in the state of Texas.

Chacon is president of Chacon Enterprises. He is a member of the Hispanic Business Association. He is also a den leader for Boy Scouts of America and a volunteer with the Chacon Lion’s Club. Chacon attended the University of Texas at El Paso. He replaces Catherine Estrada of Fort Worth.

Three appointed to Statewide Health Coordinating Council
Gov. Rick Perry has appointed three members to the Statewide Health Coordinating Council. The council develops a State Health Plan that addresses health care needs of the state and ensures that health care services and facilities are available to all citizens in an orderly and economical way. 

Richard L. Beard of Mesquite is a registered nurse at Dallas Regional Medical Center and is a certified medical surgical registered nurse. He is a member of the National Council State Boards of Nursing National Council Licensure Examination Item Review Sub-Committee. He is also a past advocate for the Texas Peer Assistance Program for Nurses. Beard received a bachelor’s degree from Texas Woman’s University. He replaces Thalia Munoz of Roma for a term to expire Aug. 1 2009.

Davidica Blum of Georgetown is regional director of sales and marketing for the Scott & White Health Plan. She is a member of the National and Austin associations of Health Underwriters and the American Health Insurance Plans where she is an Executive Leadership Program fellow.  She is also a past member of the Georgetown Economic Development Board of Directors. Blum received a bachelor’s degree from Texas Woman’s University. She replaces David Valdez of San Antonio for a term to expire Aug. 1 2013.

John Q. Gowan of Dallas is a licensed social worker and patient services coordinator for the End Stage Renal Disease Network of Texas.  He is a past member of the National Kidney Foundation of North Texas Medical Advisory Board past chairman of the North Texas Chapter of the Council of Nephrology Social Workers and past member of the Dallas World Affairs Council.  He is also a volunteer with Texas Partnership for End of Life Care’s Program Committee. Gowan received a bachelor’s degree from Louisiana Tech University and a master’s degree in social work from Grambling State University. He replaces Susan Scott-Galindo of Bryan for a term to expire Aug. 1 2011.
