Gov. Perry Appoints Ballard to Office of Public Utility Counsel

AUSTIN – Gov. Rick Perry appointed Don Ballard of Austin as public counsel to the Office of Public Utility Counsel for a term to expire Feb. 1 2009. The counsel represents Texas consumers in utility proceedings that come before state and federal regulatory agencies and courts.
 
Ballard is general counsel to the Texas Workforce Commission and formerly served as a policy attorney to the Public Utility Commission and as deputy chief of the Texas Attorney General’s Office Open Records Division. He is a member of the Texas General Counsel Forum where he received the 2007 Magna Stella Award for Outstanding Government or Non-Profit Counsel. 
He is also a member of Highland Park Baptist Church and serves chairman of its School Board. Ballard is a member of the Austin Bar Association and past president of its Administrative Law Section and member of the State Bar of Texas and its Administrative Law and Government Law sections.
 
Ballard received a bachelor’s degree from Baylor University and a law degree from the University of Texas. He replaces Suzi McClellan of Austin.
