Gov. Perry Names Herring as Presiding Officer of Texas Water Development Board

Appoints Crutcher and Vaughan as Members


width=65AUSTIN – Gov. Rick Perry named James Herring of Amarillo as presiding officer of the Texas Water Development Board. He also appointed Joe M. Crutcher of Palestine and Ed Vaughn of Boerne as board members. Crutcher will also serve on the Texas Environmental Flows Advisory Group.

The Texas Water Development Board oversees statewide water planning and administration of financial programs for water supply wastewater treatment flood control and conservation projects. The Environmental Flows Advisory Group pursuant to House Bill 3 and Senate Bill 3 of the 80th Legislature will make policy recommendations to the 81st Legislature relating to environmental flow standards and balancing the demands on Texas’ water resources in light of the state’s growing population.

Herring is president and CEO of Friona Industries L.P. a cattle feeding company. He is past president of the Texas Cattle Feeders Association and chairman of the Amarillo Area Foundation. Additionally he is past chairman of the Cal Farley’s Boys Ranch Foundation. Herring received a bachelor’s degree from the University of Texas at Austin and a master’s degree from Harvard Business School. He is being reappointed for a term to expire Dec. 31 2009.

Crutcher is co-chairman of East Texas National Bank and has served as an appointee to the Upper Neches River Municipal Water Authority since 1995. He is director of the Haverlah Foundation and member of the American Cancer Society-Anderson County Unit Committee. Additionally he is a past city councilmember for the City of Palestine. Crutcher attended the University of Houston. He replaces E.G. Rod Pittman of Lufkin for a term to expire Dec. 31 2013.

Vaughan is an attorney in private practice. He is a director of Security State Bank of Pearsall and an advisory director of the First State Bank of Uvalde. Vaughan is also a member of the Kendall County Bar Association Uvalde Bar Association and American Bar Association. Additionally he serves as director of the Texas Water Foundation and the Texas and Southwestern Cattle Raisers Association. Vaughan received a bachelor’s degree from the University of Texas and a law degree from St. Mary’s University. He replaces Dario Vidal Guerra of Edinburg for a term to expire Dec. 31 2013.
