House Bill 1834 Provides Relief from Spiraling Cost of Higher EducationTexas Insider Report: AUSTIN Texas A tuition freeze will allow Texas to reinvest in its commitment to provide a high quality affordable education for all students. If passed this law will make attaining a higher education degree more affordable and accessible as well as encourage students to complete their degree plans timely said State Representative Abel Herrero (D-Robstown) as he filed House Bill 1834 which allows students in public universities and colleges and their families to efficiently budget for rising higher education costs.
House Bill 1834 will let students and their families avoid future tuition increases by locking in tuition rates to help students realize their educational goals at the lowest possible expense. Specifically HB 1834 will provide a Texas college student an opportunity to receive a fixed tuition rate from the time of enrollment through graduation if completed on time.
Rep. Herrero has filed tuition freeze legislation since 2005 to address escalating higher education costs. In his most recent State of the State address Governor Rick Perry continued to reaffirm his support for a tuition freeze to address higher education costs after deregulation. In support of a tuition freeze Governor Perry has in the past said such legislation would encourage students to complete their degree in a timely fashion and with financial certainty.
While I do not always agree with Governor Perry this is an issue in which we do agree. It is time we use our legislative ability to give students and their families peace of mind in the college planning process by helping them fend off the spiraling costs of annual tuition increases added Rep. Herrero.
The Texas Legislature deregulated tuition rates for institutions of higher education in 2003. According to the Texas Higher Education Coordinating Board Texas public universities have raised the statewide average total academic charges for a student taking 15 student credit hours by 90 percent since deregulation passed. Locally Texas A&M University- Corpus Christi for example has seen a 63 percent increase in tuition since deregulation occurred.
Now serving his fourth term Representative Herreros District 34 includes Robstown Bishop Banquete Petronila Agua Dulce Driscoll and parts of Corpus Christi.
