How the Major Propositions Fared

Proposition 2 - Student loan bonds
PASSED: Authorizes $500 million in taxpayer-backed bonds for Hinson-Hazelwood student loans. The bonds would be retired by students repaying their loans.

Proposition 4 - General construction improvement bonds
PASSED:Authorizes $1 billion in taxpayer-backed bonds for construction maintenance repair and equipment purchases. Projects include three new state prisons repairs at state parks and county courthouses upgrades at hospitals for Texans with mental retardation and improvements at Youth Commission facilities.
Proposition 8 - Changes in home equity loans
PASSED:Allows homeowners in an area where a state of emergency has been declared to take out more than one home equity loan in a year (prompted in part by Hurricanes Katrina and Rita); makes other changes in document requirements and agriculture exemptions.

Proposition 13 - Bail in domestic violence cases
PASSED:Authorizes judges to deny bail to a person who has violated a protective order or has violated conditions of pretrial release in family violence cases.

Proposition 14 - Retirement of judges
PASSED:Allows judges to finish serving out their terms if they turn 75 while in office. Currently the constitution requires judges to retire at age 75.

Proposition 16 - Colonia bonds
PASSED:Authorizes $250 million in taxpayer-supported bonds to pay for water and wastewater service
