First the bill puts a priority on securing our nations borders with the toughest immigration enforcement laws in U.S. history. Second it offers an opportunity for legal status for eligible undocumented immigrants who pass a full criminal background check pay fees associated with any possible immigration violations and prove they are gainfully employed and are paying taxes Bailey said. Finally it creates a 21st century guest worker program to bring skilled and unskilled workers into the United States for temporary periods of time to address the labor shortages our nation faces.Mr. Bailey a Texas restaurateur has been a leading voice moving the party toward free-market immigration solutions after successfully advocating for Republicans to endorse a new national guest-worker program in the Republican National Committees 2012 platform.
