The Speaker (of the House) came to me & said Dont build new prisons they cost too much. So we started looking at Texas current correctional & prison costs the number of prisoners and where they were coming from.

But now as of just a couple weeks ago ... and even with a severe State Budget crunch Texas is again
leading the nation by closing a prison southwest of Houston.
From where Texas was just a few short years ago this is huge. There are those who said this day would
never come."
