House Bill 2804 - Public School Performance Evaluation
House Bill 2804 by a vote of 102 to 26 and was sent from the House to the Texas Senate and was heard in Senate Education this week.
House Bill 2804 is the new accountability system that finally gives schools the opportunity to have input on which data is included it has more than standardized test results and aligns accountability with House Bill 5 which passed last session.
Chairman Aycock Chair of the House Public Education Committee amended his 2804 with the Senates A-F bill that rates schools on an A-F scale for accountability instead of the old Recognized Exemplary Needs Improvement grading scale that has been used in the past.
The bill contains 5 Domains or different assessments that will be assessed for the final rating grade.
Domain 1- The Student Assessment - The number of students who performed satisfactorily on assessment instruments aggregated across grade levels by subject areas. The Performance standard will be determined by the commissioner.
Domain 2 - The percentage of students who met performance standards for annual improvement. College readiness is included in this domain.
Domain 3 - The academic achievement differentials among students from different racial and ethnic groups and socioeconomic backgrounds.
Domain 4 - For High Schools the data that will be considered is: dropout rates graduation rates percentage of students completing Distinguished Achievement percentage of students completing a coherent sequence for CATE percentage of students who satisfy the Texas Success Initiative percentage of students earning at least 12 hours of postsecondary credit percentage of students enrolled in advance placement courses percentage of students who enlist in the armed forces and the percentage of students who earn an industry certification. For Middle/Junior High students the data that will be considered includes student attendance dropout rates and any additional achievement not associated with performance on standardized assessments determined appropriate for consideration by the commissioner.
Domain 5 - Three programs or specific categories of performance related to community and student engagement locally selected and evaluated.
House Bill 2804 will bring accountability to schools and will display the school rating system in a format the public will better understand.
House Bill 3567- Religious Liberties Bill
House Bill 3567 prohibits a religious organization or anyone employed by a religious organization including a clergy or minister from being required to perform any marriage or provide services accommodations facilities goods or privileges related to the formation or celebration of any marriage if the action would violate a sincerely held religious belief.
House Bill 3567 establishes that refusal to provide such services accommodations facilities goods or privileges including tax exemptions or government contracts grants or licenses from any protected organizations or individuals is not a basis for civil or criminal actions.
Representative Faircloth co-sponsored this bill which passed the House with overwhelming support.
Senate Bill 498 By Senator Larry Taylor TWIA Reform
Rep. Wayne Faircloths (R-Galveston) is proud to announce that Senate Bill 498 repealing a provision that would have prohibited TWIA from issuing or renewing insurance coverage for structures that do not comply with building code standards that were in effect at the time of construction alteration or repair of the structure.
This change makes it easier for coastal residents to know whether or not their structures are within TWIA compliance for insurance coverage. It simplifies the code and removes a burden for homeowners.
Representative Faircloth Spotlights Shrimping Industry with House Resolution
Rep. Wayne Faircloth has authored a resolution to name shrimp caught off of the Gulf Coast of Texas the Official State Crustacean of Texas.
The purpose of this resolution was to draw attention to the Gulf Coast of Texas and the many contributions it makes to our state.
Ninety percent of the Shrimp consumed in America is from foreign tank farms. Representative Faircloth filed this resolution to bring attention to the thriving shrimp industry we have here in Texas.
More than 80 percent of the shrimp harvested in the United States comes from the Gulf of Mexico and Texas ranks as one of the leading producers of wild-caught shrimp. Texas ships large quantities of shrimp to restaurants and grocery stores nationwide.
The Texas seafood industry generates more than $850 million dollars in sales each year and it accounts for more than 14000 jobs in the state of Texas alone. Gulf shrimping has become a way of life for many families in the coastal communities of Port Arthur Galveston Palacios and Port Isabel Texas.
Representatives in the Texas House of Representatives designate all kinds of industries products and native species that are produced in Texas as the Official State objects of the state in order to draw attention to the many products that Texas produces and the many industries that Texas has to offer.
In 2013 Representative Marsha Farney a Representative from Burnett County recognized the Stetson hat as the Official State Cowboy Hat of Texas. In 1919 the Pecan Tree was named the Official State Tree of Texas. In 1997 the Rodeo was named the Official Sport of Texas. And in 1987 the Lightening Whelk was named the Official State Shell of Texas.
In an effort to highlight one of the many coastal contributions of District 23 Representative Faircloth designated shrimp caught off the Gulf Coast of Texas as the Official State Crustacean of Texas.
UTMB Utilizes Lung Valve to Save Young Mothers Life - Constituent Update
This weeks constituent update is about a medical breakthrough made in medical science in Representative Faircloths house district. This breakthrough could save hundreds of lives not only in Texas but around the world.
The University of Texas Medical Branch at Galveston has utilized a lung valve to save a young mothers life. Oyster Creek Resident Esmeralda Lopez says it all happened quickly. She began to feel ill and she ended up sick and delusional with a very high fever.
The woman was transferred to the intensive care unit at UTMB in Galveston from her local healthcare facility. At UTMB Lopez learned she had seasonal influenza Type B and had acquired viral pneumonia with a secondary bacterial infection as a complication of her condition.
UTMB Physicians Dr. Shawn Nishi and Dr. Shiwan Shah two interventional pulmonologists recommended a new medical device called an endobronchial valve be used to heal the hole in Lopez lung. These small devices are implanted in an airway of the lung. The valve is typically implanted so when a patient exhales air is able to flow through the valve and out of the lung compartment that is fed by the airway but when the patient inhales the valve closes and blocks air from entering.
According to Ms. Lopez family they saw improvement almost immediately. After weeks dealing with this life threatening condition Lopez was able to return home to Brazoria County two days after the procedure.
The placement of the valve allowed her lungs to fully heal and Ms. Lopez returned to UTMB in late April to have the valve removed.
