
A new bill HB 1867 recently introduced by Rep. Rafael Anchia (D-Dallas) has hardcore environmentalists excited. If passed the bill would mandate businesses to verbally offer the sale of a reusable bag to the customer as they check out. The unique quality of this bill is that it wouldnt just force businesses to offer reusable bags but it would also fine businesses and employees alike for not offering the bag to customers.
Not all of the bill is overblown though. It also includes a recycling program that allows customers to recycle their previously used plastic bags to participating stores. Plastic checkout bags would have the words Please Return to a Participating Business for Recycling" printed on the front and customers would have the option of placing their used bags in a plastic bag recycle bin in prominent locations at stores.
To ensure the recycle program works and all customers receive the option to purchase reusable bags employees will be fined no less than $50 for not asking customers if they would like a reusable bag. Each day of violation would also result in a fine.
Anchia goes a little overboard to fine employees for not offering bagging alternatives to customers and must believe it would be a small price to pay for the preservation of our earth.
