Texas Insider Report: AUSTIN, Texas – Last week I introduced the One In, Two Out Act which would require any federal agency issuing a new regulation to repeal two existing regulations before the new one takes effect. H.R. 2997 is modeled after a successful British policy. It requires government to assess the net cost to business of complying with any proposed regulation. For major regulations with an annual economic cost of more than $100 million, a deregulatory measure must be found that reduces the net cost by at least the same amount before the new regulation may go into effect. The number of pages in the U.S. Code of Federal Regulation has more than doubled since 1975.
“Helping Heroes Fly Act” to Become Law
The Helping Heroes Fly Act, which originally passed my committee earlier this year, is now on the President’s desk awaiting his signature. Once signed, this new law will improve airport security screening processes for wounded and severely disabled service members and veterans. There is nothing more frustrating than to see these heroes returning home after defending our nation only to have to go through secondary screening in our airports. It’s offensive and insulting. The Helping Heroes Fly Act, H.R. 1344, will put an end to this and treat our wounded warriors with the dignity they deserve.
Last Wednesday Chairman McCaul delivered a Counterterrorism Policy Address at the Center for Strategic and International Studies (CSIS) in Washington. The address, “An Assessment of Counterterrorism Policy”, drew sharp contrasts with the Obama administration’s counterterrorism policies.

Last week the House passed the toughest-ever sanctions on the Islamic Republic of Iran. The legislation included the designation of Iran’s Qods Force as a Foreign Terrorist Organization, which I have been fighting to achieve for three years.
Victory for Students
The House passed and I voted for legislation that will shield student loans from Washington by tying interest rates to the market, rather than the votes of Members of Congress.
Defending American Taxpayers
Last week I voted for the Keep IRS Off Your Health Care Act. This bill prevents the IRS from implementing ObamaCare, in response to the revelations that IRS employees improperly targeted conservative groups.
Rolling Back Regulations
The House also passed the Regulations From the Executive in Need of Scrutiny (REINS) Act, which requires an up or down vote in Congress before any rule or regulation with an economic impact of $50 million can be implemented.
