
AUSTIN Gov. Rick Perry has named Charles Bacarisse of Houston presiding officer of the Texas Department of Information Resources and also appointed Richard Moore of Goliad to the department. The department is charged with improving technology decisions and ensuring appropriate use of information resources.Bacarisse is vice president for advancement at Houston Baptist University and former Harris County district clerk. He is a member of the
Houston City Hall Fellows Advisory Board and Sam Houston Area Council Boy Scouts of America Advisory Board.
He is also past chair of the Texas Online Authority and a past member of Neighborhood Centers Inc. Executive Board. Bacarisse received two bachelors degrees from Southern Methodist University.
Moore is retired vice president of business and administration for the University of Texas Medical Branch at Galveston.
He is a past member of Texas Association of State Senior College University Business Officers Galveston County Economic Development Alliance and University of Texas Medical Branch Presidents Council Audit Committee and Institutional Compliance Committee.
He is also a past member of the University of Texas System Information Technology Strategic Leadership Council Texas Higher Education Coordinating Board Formula Advisory Committee and City of Galveston Finance Committee and Galveston Economic Development Partnership. Moore received a bachelors degree from Texas State University.
He is appointed for a term to expire Feb. 1 2015.
