Congressman Michael T. McCaul Texas Insider Report: WASHINGTON D.C. --Although the calendar has changed President Obamas tactics have not. Once again President Obama has overstepped his constitutional boundaries and bypassed the elected representatives of the American people. His anti-Second Amendment Executive Orders will do nothing to stop those who seek to commit acts of violence such as what we tragically saw with the San Bernardino terror attack late last year. They are solely designed to chip away at our constitutionally guaranteed right to bear arms. The Presidents failure as a leader on national security issues has led him to hide behind a political maneuver calculated to rally his base in an election year. Furthermore his accusations that Congress has done nothing could not be further from the truth. In fact along with Rep. Martha McSally (R-AZ) who is a retired Air Force Colonel I introduced legislation to address mental health and guns that will help keep our communities safe while protecting the Second Amendment rights our founders intended us to have.The terror arrests in Houston this week heighten my concern that our refugee program is susceptible to exploitation by terrorists. The president has assured us that individuals from Iraq and Syria receive close scrutiny but it is clearly not enough. We need to act which is why today I call upon the Senate to take up my bill the SAFE Act to overhaul the security vetting of Iraqi and Syrian refugees. We cannot delay while more potential jihadists slip through the cracks. Terrorist groups like ISIS have vowed to use these programs to infiltrate the West and now it is clearer than ever that we should take them at their word. In response to the arrests I held a press conference calling on the Senate to immediately pass the SAFE Act. You can video of the press conference below.As you may also know this week the House passed a another measure to repeal the Presidents disastrous healthcare law. This vote on reconciliation is an across-the-board victory for the American people and it has been a long time coming. Republicans in Congress have been listening to our constituents and we have overcome the obstructionist tactics employed by Democrats. For the first time we have sent to the Presidents desk legislation that repeals the foundations of Obamacare including its multi-billion dollar slush fund defunds Planned Parenthood and cuts the deficit over half a trillion dollars. It is time for the President to put aside his veto threats do the right thing and sign this bill that will immediately provide financial relief to the American people and put us back on a path to fiscal stability.While I commend our Mexican law enforcement counterparts for once again arresting notorious drug kingpin Joaquin el Chapo Guzman I still firmly believe that his extradition to the United States is the best course of action as I called for the last time he was last arrested. El Chapo has proven time and time again that Mexican prisons are no match for his network of criminals or his desire to escape prison. He needs to be brought to the United States where he faces multiple charges and where we know he will not be able to escape from incarceration. We cannot afford to allow this murderous kingpin to slip through the bonds of justice again.This week Congress also passed the SCRUB Act which would establish a blue-ribbon commission to finally root out burdensome and costly outdated regulations that hinder economic growth and hurt small businesses like the many in my district. Within this legislation is a provision requiring federal agencies to repeal a previously existing rule or set of rules when making a new rule. This reflects the One in Two Out Act that I introduced last year designed to diminish the power of federal agencies and rollback burdensome regulations in order to unleash the power of our economy and get government out of the way.
