Federal mandate forces Texas to violate its own Constitution By Congressman Michael McCaul width=138Texas Insider Report: AUSTIN Texas Earlier this week Speaker Pelosi called the House back into session to vote on H.R. 1586 which is aimed primarily at bailing out financially irresponsible states like California & New York providing them with billions in funding for teachers unions and Medicaid.  This bill will also hurt education funding in Texas as a result of an amendment offered by Rep. Lloyd Doggett of Austin.   It singles out Texas requiring our State Legislature to maintain or grow its current level of education funding for the next three years or forfeit $800 width=82million in federal funding. This federal mandate would force the State of Texas to violate its own Constitution.  I signed a letter to Speaker Pelosi urging her to pull the amendment from the bill but she did not. I voted against this because it will impose $9.6 billion in new permanent taxes to offset temporary spending.  This will hurt companies in our district that do business overseas making them less competitive and reducing the earnings they bring back into the U.S. Not Hiring As I traveled across the 10th District during the first week of the August recess the overwhelming concern I heard is that the presidents policies are contributing to our economic recession more than helping it.  I hear it in Austin as much as I do in Tomball and Katy.  Business owners tell me they are doing everything they can to not hire new employees because of some taxes that have already increased and the uncertainty of others that will if we do not extend the Bush tax cuts that expire at the end of this year.  These are our job creators and theyre not hiring anytime soon. Southwest Border Funding I am pleased that the House passed the Emergency Border Security Supplemental Appropriations Act of 2010.  H.R. 6080 provides approximately $600 million for border security including $255 million to hire roughly 1500 new Border Patrol and Immigration and  Customs Enforcement officers.  It also provides funding for training operations and equipment including two new Unmanned Aerial Vehicles (UAVs). Job Fair! Congressman McCaul is hosting his second annual Job Fair Wednesday September 1 at the Merrell Center in Katy. Over 30 businesses have already registered.  Our office is still taking registration forms but space is now limited.
