Rep. Flynn: Budget Issues Should be Focus of 83rd Session

width=71Texas Insider Report: AUSTIN Texas - With the start of the 83rd Legislative Session State Rep. Dan Flynn (R-Van) and others say they plan to turn their focus to the single Constitutional duty of each Texas Legislator balancing the budget. After successfully balancing the budget in the 82nd Legislature members are now looking for ways to address the needs of those areas most significantly cut. We cannot restore all budgets that were cut last session without compromising the future of our state. However areas such as education transportation and water should receive priority as we move forward said Representative Flynn when asked to comment. Representative Flynn is a supporter of Governor Perrys Budget Compact which limits spending increases so that funding is available to provided adequate resources in good times and in bad. The first item addressed each session is the budget. The Budget Compact is comprised of five principals which include:
  • width=278Practice Truth in Budgeting
  • Support a Constitutional limit of spending to the growth of population and inflation
  • Oppose any new taxes or tax increases and make the small business tax exemption permanent
  • Preserve a strong Rainy Day Fund
  • Cut unnecessary and duplicative government programs and agencies
Truth in budgeting effectively means hitting the reset button on our budgeting process and putting an end to budgetary tricks and maneuvers that produce nothing but short-term solutions and long-term confusion. I fully support this concept stated Rep Flynn when asked to reflect on the purpose of the Budget Compact.
