ROTC Scholarship Bill By Rep. Gattis Passes House

width=65Today the Texas House of Representatives gave final approval to Representative Gattis legislation to create the Texas Armed Services Scholarship Program.  The purpose of HB 3452 is to encourage and promote increased participation in Reserve Officers Training Corps (ROTC) programs across our state.  This bill would apply to all 16 private and 17 public universities in Texas currently offering ROTC programs.      House passage of this bill demonstrates that my colleagues understand the tremendous impact this bill will have on our students ROTC programs the Guard and our nation Representative Gattis said.  This bill will provide an opportunity for young men and women to receive a quality education and enter the military as an officer.  By investing in this scholarship program we are investing in our future.  The legislation would allow the Governor Lieutenant Governor and each member of the Texas Legislature to appoint two qualified applicants to receive a $15000 scholarship annually.  This bill would allow for an additional 366 ROTC participants in the first year of the scholarship program. The bill states that a student must meet minimum college entrance requirements at a Texas public university and attend meet and maintain the satisfactory academic progress requirements of the university in order to receive an Armed Services Scholarship.  Students participating in the program must: complete four years of ROTC training and graduate within five years; upon graduation enter into either a four year commitment to be a member of the Texas State Guard or the Texas Army or Air Force National Guard or a contract to serve as a commissioned officer with any branch of the armed services of the United States; and meet the physical examination requirements and all other pre-screening requirements of the Texas State Guard the Texas Army or Air Force National Guard or of the branch of the armed services with which the student enters into a contract.  The students selected for the scholarship who meet these requirements would receive a $15000 scholarship each year for four years.  Reserve Officers Training Corps is a college elective program that enables students to become commissioned officers in the U.S. Armed Forces.  All branches of the Armed Forces other than the U.S. Coast Guard commission officers through ROTC.  Representative Gattis is serving his fourth term in the Texas House of Representatives and represents House District 20 which includes much of Williamson County and all of Milam County.
