Doggett Amendment Led to DOE Rejection of Education Funds for Texas
Texas Insider Report: AUSTIN Texas The Education Committee chairs of both the Texas House & Senate feel strongly that no one should be fooled by the rhetoric coming from Congressman Lloyd Doggett (D-Austin). The Obama Administrations U.S. Department of Education has rejected Texas application for EduJobs funds made available to the states for their public schools.
A provision added by Congressman Lloyd Doggett created additional hurdles for Texas that do not apply to the other 49 states.
State Senator Florence Shapiro Chair of the Senate Education Committee first raised concerns about this provision when it was proposed on the floor of the U.S. House. A copy of
the July 9 2010 letter sent by Senator Shapiro to Congressman Doggett is included below.

The Department of Education in 2009 approved Texas planned expenditures. Congressman Doggetts continued attack on Texas was then and still is misguided.

Committee remarked
Unfortunately the Doggett amendment creates uncertainty as to whether Texas will receive its fair share of federal funding. While all other states begin receiving their funds immediately through their state- authorized funding formula Texas must apply an unconstitutional standard to receive its allocation.
Shapiro and Eissler both believe that Texas failure to access these funds is a direct result of the punitive provision put forth in the Doggett amendment which applies only to
the state of Texas.
According to Eissler Serving in both the Texas Legislature and the Texas Supreme Court one would think that Congressman Doggett would pay more respect to the constitutional division of powers in his home state.
Shapiro added Unfortunately Texas teachers and schoolchildren must now pay the price as we attempt to remedy this unnecessary singling out of Texas.
