FORT WORTH Texas Oct. 30 2008—Earlier this month Ryan McShan was indicted on counts of livestock theft resisting arrest and injury to a public servant. What started as a somewhat routine investigation into the theft of four head of cattle from Tyler on Sept. 11 quickly became violent.
Texas and Southwestern Cattle Raisers Association Special Ranger Jim Vanover was questioning McShan about the stolen cattle when suddenly McShan jumped out of his chair and tried to escape. TSCRA Market Inspector Pat McGuigan was standing in the doorway and attempted to restrain McShan who then struck McGuigan in the chin with his fist.
As Vanover attempted to arrest McShan he was struck and kicked several times. Vanover and McGuigan with the help of Brandon Bradbury an auction market employee were able to get McShan under control after a long struggle which ended with Vanover handcuffing him. McShan was then transported to the Gregg County jail.
Tommy Hines a cattle dealer reported the cattle stolen the morning of Sept. 11. By midday the cattle had been located at Longview Livestock and McShan Hines’ stepgrandson and former employee had been arrested.
Vanover says this was the first time in his career with TSCRA that an arrest turned violent like this and is quick to credit the invaluable help he received from McGuigan and Bradbury.
TSCRA currently has 28 special rangers stationed strategically throughout Texas and Oklahoma who have in-depth knowledge of the cattle industry and are trained in all facets of law enforcement.
All are commissioned as Special Rangers by the Texas Department of Public Safety and/or the Oklahoma State Bureau of Investigation.
