We dont know who they are they dont have insurance may not have taken a drivers test they dont have a drivers license ... says House State Affairs Committee Chairman   TexasTexas Insider Report: AUSTIN Texas Currently I just call it de facto amnesty. You have amnesty in that they are driving without any requirements House State Affairs Committee Chairman Byron Cook (R-Corsicana) tells Insiders Jim Cardle about his and the Texas Houses effort to address the issue of illegal immigration.

If we required these folks that again cant prove lawful presence that are driving without a drivers license and in most cases dont have insurance ... if we required these folks to go through a criminal background check so that we know who they are and have a database on them we do a 10-point fingerprint so that we have identification which we dont have now we have a picture where we have an additional image of them we make them take a driving test pass a test and most importantly we make them have insurance this state would in my opinion be a lot safer than it is today says Cook. TexasIt would actually be a lot more conservative to require them to drive responsibly ... and deal with the problem while were waiting and hoping that eventually the federal government will actually do something said Cook.

Weve been waiting this will be going on year 14 for the federal government to do something with respect to immigration. The federal government regardless of administration has been an abject failure on this issue said Cook. We dont know who they are they dont have insurance may not have taken a drivers test they dont have a drivers license ... havent done all these things that they need to do to make sure our roads are safe Cook says. We could fix the driving issue that faces this state right now because if you think about it we have 100s of 1000s of people that get in a car everyday and drive on our roads highways and streets ... If you think about it were not stopping the behavior said Cook of his bill HB 4063. We cant in this state fix immigration. I wish we could and I wish the federal government would do it but theyre not Cook said. . Theyve not shown me any real indication they are going to. Of his being able to serve a 3rd Term as chairman of the House State Affairs Committee Cook says
 CookOf course Im a little prejudiced I think it (the House State Affairs Committee) is the greatest committee in either chamber. And if you think about it ... I think State Affairs has probably done what no committee had ever done. We actually dealt with over 3500 witnesses when we were able to get the (HB 2) pro-life bill out so were quite proud of our pro-life record Cook said.
