Balanced Energy for Texas General Counsel Michael Nasi released the following statement following his testimony before the House Committee on International Trade and Intergovernmental Affairs hearing on proposed HBs
2078 and
2080. These bills relate to the creation and duties of the Global Climate Change Commission (HB 2078) and the creation and implementation of a greenhouse gas emission reduction plan (HB 2080).
These House bills would pave the way for the implementation of the EPAs so called Clean Power Plan in Texas which would be detrimental to Texas consumers the economy electricity prices and reliability.
The EPAs CO2 emission reduction targets for Texas are heavy handed and unfair. Under the EPAs proposed rule Texas is the hardest hit state as it is required to carry between 18-20 percent of the nations CO2reductions an amount greater than 27 other states combined. This despite the fact that the Texas CO2 emission rate is lower than 32 other states and lower than the final 2030 budgeted rate of 18 other states.
The Texas Legislature should not create plans to implement and enforce unjust flawed inflexible and unconstitutional EPA regulations which the EPA lacks the authority to create or enforce. The Texas grid works exceedingly well with a diverse fuel mix and a strong regional grid that has helped keep electricity prices stable for Texans and contributes to a strong economy.
In response to our concerns with EPAs assumption that Texas will be forced to increase its renewable generation by at least 153 others basically testified that Texas is going to build that much anyway. Our response to that is if the market brings that result without subsidy regulatory mandates and reliability impacts we would fully support that result. Illegal EPA rules should not be a part of anyones energy business plan.
