The law compels them to initiate implementation efforts such as setting up a state health insurance exchange long before most of the laws key provisions go into effect in 2014. And yet constitutional challenges from more than half of the states plus the fact that several states have passed laws asserting that Washington cant tell their citizens they must have health insurance or pay a fine have left state legislators perplexed over whether they should move forward or stay put. Fortunately the new ruling from Judge Roger Vinson in Florida that the entire health care bill is unconstitutional will give states that have been dragging their feet a sound reason to drag them even more."
