Thursday event will consider how best to advance Texas air quality while continuing economic growth

AUSTIN The federal governments takeover of air quality permitting for large industrial facilities is the focus of the Texas Public Policy Foundations Policy Primer on Thursday July 15. The event begins at 11:30 a.m. at the Foundations headquarters in Austin.
For 16 years the Texas Commission on Environmental Quality had regulated industrial emissions through flexible permitting" a procedure that capped emissions on a facility-wide basis rather than by each individual point of emissions in a facility. However on June 30 the U.S. Environmental Protection Agency rejected all of those permits saying that the program violated the federal Clean Air Act. Our panel of experts will discuss the best means to administer and measure clean air while preserving a robust economy.
The Primer will be moderated by Kathleen Hartnett White Director of the Armstrong Center for Energy & the Environment at the Texas Public Policy Foundation. Panelists will include:
