Austin TX November 7 2007 – The Texas Municipal League today announced that Representative Joe Heflin (D-Crosbyton) has received a TML Distinguished Legislative Service Award.
During the 2007 Legislative Session Rep. Heflin authored legislation that clarified the authority of a city’s governing body to fill a vacancy in the office of mayor. Throughout the legislative session Rep. Heflin played a key role in defending and protecting municipal authority.
“In only his first term Rep. Heflin has proven to be an exceptional leader he thoroughly understands local government issues and he represents his district in an exemplary manner. I am proud of his accomplishments and confident in his ability to continue to do great things for the people of District 85 and for the entire state of Texas” said Mayor John Anderson of Plainview.
Elected in 2006 Rep. Heflin serves on the Agriculture and Livestock Committee and the County Affairs Committee. He is a former city alderman of Crosbyton and former county judge of Crosby County.
The award was presented to Rep. Heflin on November 7 2007 during the TML Annual Conference in Dallas.

The Texas Municipal League today announced that State Representative Fred Hill (R-Richardson) has been inducted into the TML Legislative Hall of Honor.
First elected to the Texas House of Representatives in 1988 Rep. Hill has chaired both the Urban Affairs Committee and the Local Government Ways and Means Committee and has consistently worked to defend and preserve municipal authority. Rep. Hill has carried numerous TML priority bills over the years and has been a tireless advocate for local control. He has also been an outspoken critic of unnecessary property tax revenue caps on local governments. Rep. Hill will not seek re-election but will serve out the remainder of his current term.
Rep. Hill has previously received numerous awards from TML including the TML Distinguished Legislative Service Award in 1993 and 1995 and the TML Legislator of the Year Award in 1997 and 2003.
The TML Hall of Honor award was created in 1997. Rep. Hill is the fourth inductee joining former representative Mark Stiles former senator and lieutenant governor Bill Ratliff and former state representative and now federal district judge Rob Junell.)

The Texas Municipal League today announced that Representative Harvey Hilderbran (R-Kerrville) has been named its Legislator of the Year in the Texas House of Representatives
During the 2007 Legislative Session Representative Hilderbran was a tireless advocate for state and local parks and authored legislation that was instrumental in infusing $15.5 million into the state’s local park system. Throughout the legislative session Representative Hilderbran continually played a key role in defending and protecting municipal authority.
First elected in 1988 Representative Hilderbran serves as chairman of the Culture Recreation and Tourism Committee and is a member of the Natural Resources Committee. He also serves as co-chairman of the legislative oversight committee for the Edwards Aquifer Authority.
The award was presented to Representative Hilderbran on November 7 2007 by the Texas Municipal League during its Annual Conference in Dallas.
