TRS is a TWC certification program aimed at improving the quality of child care services provided in Texas. A Texas Rising Star Provider is a licensed or registered child care provider that voluntarily meets requirements exceeding the states minimum licensing standards for child care facilities. The TRS program provides graduated levels of certification as providers meet progressively higher certification requirements.
House Bill 376 enacted by the 83
rd Texas Legislature called for the establishment of the TRS Workgroup for the purpose of reviewing the certification criteria and providing recommendations to TWC no later than

Members of the public will have the opportunity to provide input to the TRS Workgroup at the May 15 public meeting. The TRS Workgroup is seeking comments on the draft recommendations which include revisions to the proposed TRS structure based on public comments from the first public meeting held in March.
