Texas Insider Report: DALLAS Texas The Texas Constitution says the Permanent School Fund must be used to pay for instructional materials for all schoolchildren in the state says Geraldine Tincy Miller who is running for the State Board of Educations (SBOE) District 12 spot and continues to champion "The Childrens Textbook Fund" and its ability to provide up-to-date high standards textbooks or learning materials for the classroom.
The Permanent School Fund was established in 1854 to provide free textbooks to Texas public schoolchildren.
Nonetheless both the SBOE and more recently the State Legislature has struggled to protect the fund from raids from the Legislature which has wanted to use the money to pay for items other than content such as laptops and Kindles.
The financial strength of the fund also is used to back the bonds issued to pay for the construction of publicly owned school buildings through the Bond Guarantee Program.
This backing gives the school bonds the equivalent of the highest rating available in the bond market and consequently the PSF has the full faith and credit as well as the school districts taxing authority as security said Miller.
Miller discusses the recent controversy over the State Board of Educations social studies standards and the role the State Board of Education plays in providing a quality education for all students.
In these times of economic & financial uncertainty the SBOE must remain resolved to use all the tools before them to enhance the fiduciary governance & management of the PSF "The Childrens Textbook Fund".
I believe that the SBOE should remain focused on making long-term decisions that are well supported and prudent Miller says.
