Texas Insider Report: AUSTIN Texas In these last 28 days the Texas House will schedule to consider many issues that will greatly impact our states future and our local community. The Texas Senate is struggling to pass their own version of the state budget passed this week.
If the Senate passes a budget then a Conference Committee will be required. This is where 10 people will work out the details to the final budget. If the Senate fails to pass a budget then that will require us to reconvene during a Special Session to finalize the states budget. This session must be called for by Governor Rick Perry.
I voted for the House version of the state budget both in the Appropriations Committee and on the House floor because of the great need for our state to reign in its spending before it ends up sending Texas into a financial meltdown. I understand that these budget reductions make it very difficult for both our public schools and those who need health care but it does provide the necessary funding for our schools and those who are in the greatest need for assistance from the state. Difficult times require making difficult decisions. That is what I was elected to do. I hope you will support my efforts to bring sensible financial policies to our state government.
On Monday afternoon the Texas Senate passed the committee substitute version of HB 15 in another important step towards enacting priority legislation relating to the protection of life and a womans right to be fully informed!
The House passed HB 238 by Rep. Larry Phillips (R-Sherman) and SB 257 by Sen. John Carona (R-Dallas). This bill will authorized the creation of a specialty license plate with the message Choose Life to promote infant adoption as a compassionate alternative to abortion.
In order to address the Obamacare healthcare problem the Texas House passed House Bill 5 last week. House Bill 5 offers a creative solution to the inflexible health care system that forces federal interference upon the states by entering Texas into an interstate health care compact pursuant to Article 1 Section 10 of the United State Constitution.
Other House action this week will include debate over 300 bills scheduled on calendars including HB 12 by Rep. Burt Solomons otherwise known as the Sanctuary City bill and the SB 1811 a bill dealing with Texas fiscal matters of which deals with moving expenses from the 2012-2013 budget year to the 2014-2105 budget year.

Update on Torres Legislation
Finally we are scheduled to present bills on the House floor. These are HB 2173 and 1316. Plus we will be converting HB 3152 into an amendment that will be attached to one of Rep. Scotts bills scheduled for the House floor.

News from Corpus Christi
ABC 2011 City Council Candidate Luncheon/Forum
was an opportunity to meet local candidates and ask questions about their expectations for the future of Corpus Christi. It was a great turn out.
Yeager Elementary kicked off the TAKS testing with a peprally to help motivate 3rd 4th and 5th graders on Monday. TAKS testing started on Tuesday. The Carroll Tigers Drumline and a group from the U.S. Army participated in the activities. District Director Celest Hernandez was in attendance.
Buccaneer Illuminated Parade is an annual event that is held in Corpus Christi with so many organizations schools and volunteers that dedicate their time in making this event successful and safe for families. Many local Elected Officials participated and lead the parade down Leopard Street. Representative Torres rode with James Rabel in his 1981 red and white Corvette.
