Acting Texas Comptroller Kelly Hancock Releases State of Texas Annual Cash Report

Texas Insider Report: AUSTIN, Texas Acting Texas Comptroller Kelly Hancock today announced the release of the State of Texas Annual Cash Report, an overview of state revenues, expenditures and cash balances for the fiscal year ended Aug. 31, 2025. The report offers a comprehensive look at the state’s financial condition and a review of the Texas economy.

The report shows the state's Consolidated General Revenue Fund ended fiscal 2025 with a cash balance of $41.4 billion, an increase of $4.0 billion, or 10.8 percent, from fiscal 2024. The Economic Stabilization Fund (Rainy Day Fund) grew to a record $24.8 billion, reflecting Texas’ continued fiscal strength and prudent financial management.

"This year’s cash report tells a clear story — the Texas economy remains strong, resilient and diverse,” Hancock said. “State revenues grew, our Rainy Day Fund reached an all-time high and Texas maintained its position as an economic leader. These results reflect the strength of our private sector and the confidence of families and businesses investing in the Lone Star State."

The report’s review of the economy highlights steady growth across major industries — including energy, technology, manufacturing and trade — that helped Texas maintain its position as the world's eighth-largest economy with a gross state product exceeding $2.7 trillion. Despite national economic headwinds, Texas’ job creation, population growth and investment activity continue to outpace most other states.
