Texas Insider Report: WASHINGTON D.C. - Today the U.S. House of Representatives approved funding the federal government through April 28 2017 which includes flood aid for Texas and paves the way for President-elect Donald Trump to be part of Fiscal Year 2017 budget discussions.
My district was devastated by back to back flooding this year. Todays vote gives relief to help families and communities rebuild and recover from their loss. Also this helps lay the foundation to work with President-elect Trump on balancing our budget and paying down our national debt in the New Year.
BACKGROUND: The continuing resolution extends current funding levels through April 28 2017. This temporary funding bill builds on similar provisions in Septembers temporary funding measure. Several key principles important to District 8 include:
- 4.1 billion to help families and communities rebuild and recover from recent flooding:
- $1.8 billion for Community Development Block Grants
- $1.025 billion to repair damage to Corps of Engineers projects
- $1 billion for emergency relief through the Federal Highway Administration
- $206 million for Department of Agriculture watershed protection programs
- $74.7 million to repair damaged NASA facilities
- All existing pro-life riders and prohibitions on transferring terrorists from the military prison at Guantanamo Bay Cuba to facilities in the United States
- No additional funding for the resettlement of Syrian refugees
- Support for the 21st Century Cures Act with $872 million in funding - $20 million for FDA $352 million for NIH and $500 million for states to continue to respond to the opioid epidemic
- The House passed the 21st Century Cures Act last week by a vote of 392-26. The Senate passed it by a vote of 94-5
- A provision to expedite a vote next year for a legislative waiver to allow retired Gen. James Mattis to be considered as Secretary of Defense
- $4.3 billion for counter-terrorism embassy security and to counter Russian aggression
- An $8 billion increase in defense spending
Fully offset discretionary funds for states dealing with drinking water emergencies like the situation in Flint Michigan
