Texas Insider Report: AUSTIN, Texas – Today, the Senate Committee on Education K-16 advanced Senate Bill 2, the Texas Education Freedom Act, authored by Senator Brandon Creighton (R-Conroe). The bill passed the committee by a 9-2 vote.
“Today marks a significant step forward in expanding educational opportunities for Texas students. Hundreds of witnesses—including subject matter experts, Texas parents, and veteran educators—provided compelling testimony on the proven success of Education Savings Accounts (ESAs), highlighting how they provide critical options for students who need them most,” said Creighton.
Once enacted, Senate Bill 2 would establish the largest day-one launch of a school choice program in the nation. The program is designed to serve 100,000 Texas students, with priority given to low-income and special needs students. The bill also includes strong safeguards to prevent fraud and protect Texas taxpayers, ensuring that funds are used responsibly while maximizing opportunities for students.
“The status quo is failing too many Texas families, and parents are demanding change. SB 2 delivers that change, ensuring every child has a path to academic success,” said Creighton. “This bill is about unleashing the potential of every student—no matter their zip code or background.”
Recent polling by the University of Houston confirms that a supermajority of Texans support school choice, making it clear that families across the state want more control over their children’s education. SB 2 responds to that demand by putting parents at the center of decision-making, ensuring students can access the learning environment that best fits their needs.

In addition to expanding educational freedom, the Senate Committee on Education K-16 will advance the Texas Teacher Bill of Rights, raises for classroom teachers, and many other critical policy and funding reforms for the 6 million students in Texas schools.
