Culberson Statement on HUD Approval of State Action Plan for $57.8 Million in CDBG-DR Funds

Texas Insider Report: WASHINGTON D.C. Representative John Culberson (TX-07) released a statement following Texas Land Commissioner George P. Bushs announcement that the U.S. Department of Housing and Urban Development (HUD) has approved Texass state action plan for the allocation of $57.8 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds to help Texas recover from Hurricane Harvey.
This is another significant step forward in the recovery process for Harris County. These critical funds will support Harvey survivors as they continue to rebuild their lives homes and businesses" said Rep. Culberson. I thank the Department of Housing and Urban Development (HUD) for their swift approval of the state action plan so that our communities can repair rebuild and prepare for any future storms."
This action plan allocates funds to Harris County for buyouts and acquisitions as well as affordable rental units in Aransas Refugio and Nueces Counties. These funds were part of a previous congressional appropriation for the 2015 - 2016 flood events that Congress directed HUD to hold in reserve for potential 2017 events. The long-term disaster recovery funds will be administered by the Texas General Land Offices Community Development & Revitalization program.   • Harris County: $43.4656 million
    • $35.4656 million will be used for the Harris County Residential Buyout Program which will benefit approximately 175 low to moderate income households
    • $8 million will be used for the Harris County Partial Repair and Essential Power for Sheltering Program
      • The program is administered by GLO under FEMA Public Assistance.
      • It provides immediate temporary repairs to homes that sustained less than $17000 in FEMA Verified Loss. As a Public Assistance program FEMA will cover 90 of the expenses.
      • GLO will use up to $8000000 of this allocation to cover repairs conducted on homes within Harris County.
  • Other most impacted and distressed areas: $10.8664 million

  • State Administration: $2.89 million
