European leaders have long demonstrated weakness toward Vladimir Putin and our adversaries, behavior that helped set the stage for Russia’s invasion of Ukraine. They eagerly purchased Russian oil and gas, funding the Russian military apparatus. The war in Ukraine is, in large part, the result of the Democrats’ weakness—particularly Joe Biden’s. Biden waived sanctions on the Nord Stream 2 undersea pipeline from Russia to Germany. I wrote those sanctions into law, and President Donald Trump signed my legislation, shutting down the pipeline and preventing war. When Joe Biden took office, he gave Vladimir Putin a multi-billion-dollar gift by lifting those sanctions, an act that led directly to the war in Ukraine.
Now, there’s a lot more Congress can do. We have a bill in the Senate with the support of 85 senators—including myself—that imposes strong sanctions on Russia. This is a bill we drafted in close coordination with President Trump and the White House. It gives the President additional tools, including secondary sanctions, to impose greater economic pressure on Russia. To be clear, the goal isn't simply to punish Russia with sanctions.

But we also want it to end in a way that doesn’t leave Putin stronger, more dangerous, or a greater threat to the United States. The central question we must keep asking is: how does this war affect American national security interests? Vladimir Putin is not our friend. We don’t want him stronger—we want him weaker. But at the same time, we’re not willing to keep writing a blank check to Ukraine to fund an endless war.
