Texas Insider Report: WASHINGTON D.C. Although there is less than one month left this year Congress remains busy at work in Washington D.C. on tax reform border security supplemental funding for hurricane relief and legislation to fund the government for Fiscal Year 2018.
I appreciate you taking time out of your busy week to review some of the highlights from last week in Washington D.C. and to get a sneak peak at the weeks ahead.
Kates Law and Securing the Border
I joined Sunday Morning Futures with Maria Bartiromo to discuss the Kate Steinle verdict and threats facing the homeland.
We need to get these killers and criminal aliens off the streets in order to protect the American people. This decision highlights why the Senate needs to take action on Kates Law. We also need to get other pieces of important legislation like my
Border Security for America Act to the Presidents desk to finally secure our porous borders.

World Wide Threats Hearing
Before the House Committee on Homeland Securitys hearing on world wide threats I appeared on Fox News to discuss the threats facing our country. It is essential that we in Congress use our oversight authority to ensure that the federal government is doing its job protecting and defending the American people from harm.

McCaul Monthly Column
We live in an increasingly dangerous world that requires bold American leadership. Our nations most effective tool for diplomacy has always been our resolute military serving as a deterrence. However in recent years we have witnessed our military readiness and capabilities decline beyond a state of alarm. The American people have given Republicans the opportunity to lead in Congress with a promise that we would improve and restore the military prowess of the United States.
The
National Defense Authorization Act (NDAA) for the Fiscal Year 2018 fulfills this commitment to strengthen and modernize our military.

Multilateral Aid Review Act
Rep. Ted Yoho (R-FL) and Albio Sires (D-NJ) joined me to introduce my
Multilateral Aid Review Act of 2017. This legislation will ensure credible and rigorous analysis of the effectiveness of U.S. investment in multilateral entities.
United States government agencies collectively spent over $10 billion on funding multilateral entities in fiscal year 2016. While this assistance is vital it is in the best interest of the U.S. to assess the value of these investments. That is why I am proud to work with Congressmen Sires and Yoho to introduce this bill that will help maximize the impact of our limited foreign assistance dollars.

House Mandates Sexual Harassment Training
The House passed
H.Res. 630. This bill requires all members officers and employees (including interns and fellows) of the U.S. House of Representatives to complete an anti-harassment and anti-discrimination training program which must be completed during the first 90 days of each Congressional session.
Recent reports have shined a light on the importance of making sure we all work in an inclusive healthy environment.
Legislative Update
Last week we passed a number of important pieces of legislation and below are a few that may be of interest to you:
- H.R. 2228 - Law Enforcement Mental Health and Wellness Act of 2017. This bill directs the Department of Justice (DOJ) Department of Defense (DOD) and the Department of Veterans Affairs (VA) to develop resources to equip local law enforcement agencies to address mental health challenges faced by officers.
- R. 1699- Preserving Access to Manufactured Housing Act of 2017. This will allow consumers of small-balance residential loans to have increased access to mortgage credit.
- Also the Senate passed their amended version of H.R. 1 the Tax Cuts and Jobs Act.
- This week there are a number of bills that we are voting on. Here are a few to highlight:
- H.R. 1164 - Taylor Force Act. This bill will condition assistance to the West Bank and Gaza on steps by the Palestinian Authority to end violence and terrorism against Israeli citizens.
- H.R. 38 - Concealed Carry Reciprocity Act of 2017. This bill amends the federal criminal code to allow a qualified out-of-state individual to carry a concealed handgun into or possess a concealed handgun in another state.
- The House will vote this week on the motion to go to Conference on tax reform H.R. 1. This puts us one step closer to getting tax reform singed into law.
- The House will also work on an appropriations bill (to authorize the expenditure of government funds) for Fiscal Year 2018. Government funding under current appropriations is set to expire on Friday December 8th.
