Keeping Advanced U.S. Tech Out of the CCP's Hands

Texas Insider Report: WASHINGTON, D.C. – Last week, I had the honor of speaking at Texas A&M University's inaugural Civil Discourse Symposium, which also featured Vice President Mike Pence.

Representative Henry Cuellar, a Texas Democrat, and I took the stage to discuss how we work across the aisle to get good things done for the American people — from border security to counternarcotics efforts. Just this year, we led a group of congress members on a trip to Mexico, where we secured an agreement from the Mexican Senate to allow U.S. Marines to enter Mexico and conduct a joint training exercise with the Mexican Navy and Marines that would help interdict illegal fentanyl shipments long before they reach the United States.

We certainly don't agree on everything, but when we disagree, we can do so with civility. I'm incredibly proud of the Aggies for promoting this message to future leaders and helping to revive civil discourse across our great nation!

Later in the week, I was also able to meet with the A&M volleyball team, who won their first-ever national championship in 2025! Ahead of their well-deserved visit to the White House this week, I had the honor of congratulating these young women on their victory. They have made Aggieland — and all of Texas — proud!

Keeping Advanced U.S. Tech Out of the CCP's Hands
Our nation is currently engaged in a defining global technology competition, and our primary adversary is the Chinese Communist Party.

The CCP will often steal sensitive U.S. technology — which they use to power and improve their military apparatus — but we shouldn't sell it to them.

At this week's House Foreign Affairs Committee meeting, I spoke in support of two pieces of legislation that would make it more difficult to export this critical technology and ensure our nation keeps its upper hand.

To win the global tech race, the U.S. needs a transparent, collaborative, and highly effective export control system. I introduced a good governance bill to do just that. Click to watch.

During President Trump's first term, I worked with him to secure a signed agreement from our allies that we would all work together to keep certain advanced technology out of the CCP's hands.

Rather than following that successful playbook, President Biden's administration acted on faith — tightening controls on what U.S. companies are allowed to sell to China, and simply expecting our allies to follow suit. However, they did not.

As a result, while American companies face strict export controls and make real financial sacrifices, some of our closest allies are filling the gap and selling advanced tech to the CCP.

Standing Up for Ukraine's Abducted Children
Since Putin's war on Ukraine began, the Russian Federation has abducted at least 20,000 children. Many of them are tortured, forced to memorize propaganda, or sent to the front lines of the war to fight against their own country. This is evil in its purest form.

This week, I stood in front of 20,000 teddy bears on the national mall — each one representing an abducted child — to condemn Putin's brutality and remind the world of these children's plight.

Russia is preparing a generation of children for war with NATO. We must put an end to this child abuse and do everything to hold those responsible accountable — not only for Ukraine’s sake, but for our own. As I said in my remarks, now is the time for moral clarity, and history will judge us by how we respond.
