These senior prosecutors will report directly to the Attorney General and the Deputy Attorney General Rod Rosenstein as appropriate and will make recommendations as to whether any matters not currently under investigation should be opened whether any matters currently under investigation require further resources or whether any matters merit the appointment of a Special Counsel" wrote Boyd.

The Justice Departments letter states that some of the topics requested by Goodlatte and other committee members were already being investigated by the departments Inspector Generals Office. The letter mentioned specific allegations regarding the FBIs handling of the Clinton email probe including allegations that certain Dept. of Justice and F.B.I. policies or procedures" were not followed in connection with or in actions leading up to or related to" then-FBI Director James Comeys July 5 2016 width=243closure of the Clinton email matter". Attorney General Sessions announced in March that he would recuse himself from any existing or future investigations of any matters related in any way" to either presidential campaign in 2016 pledging to steer clear of Clinton-related investigations in particular.
