Ted Cruz's amendment would prohibit the Dept. of Energy from selling petroleum products (e.i. crude oil) from the U.S. Strategic Petroleum Reserve to any entity under the ownership, control or influence of the Chinese Communist Party. It also requires DOE to ensure any sale of crude from the SPR will not be exported to China.
